Key Duties:
The USD 120 million Economic Transformation Initiative in Gilgit Baltistan (ETI-GB) was approved by IFAD’s
Executive Board in April 2015 and became effective on 16 September 2015. The completion date is 30 September
ETI-GB’s development objective is to increase agricultural incomes and employment as well as to reduce
poverty level and malnutrition for 100,000 rural households in the overall Gilgit-Baltistan region (half of the population
targeted). The programme components are: (i) productive infrastructure with the main objective of developing 50,000
acres of new irrigated land, 400 km of Farm to Market roads and 100 m bridges) ; (ii) value chain development with
the establishment of 100 Public Private Producer Partnerships (aiming at benefitting to 60 000 households with clear
incremental, sustainable and significant increase of income and nutrition at farmers level) as well as achieve
production of 40, 000 mt of certified potato seed through Valley Producer Associations. The last component is related
to programme management and policy support (land tiling).
Work is going on 28 schemes with a total channel length of 160.5 kms and command area of 18,922 acres. 14
schemes (85 km length/8273 acres) are also ready for launching as soon as agreements with community are
finalized. Survey and design of 19 schemes is underway, while detailed feasibility of another 16 is underway. 12
additional schemes for survey and design have also been identified. Schemes for 51,000 acres have been identified
so far. Overall physical progress on 28 under-construction schemes is 32% with 8 of them due for completion by
June. Consultancy contract for initial five schemes has been annulled due to default on part of consultant and work
is now being done through individual consultant.
ETI is entrusting communities though their Scheme Management Teams (SMTs) to implement the Irrigation as
well as Farm to Market Roads. There is NO land compensation as well as for right of way.
For past one year ETI has devolved its operation to the Regional Programme Offices. The Physical
Infrastructure Projects are being identified and ultimately implemented by the communities at Regions supported by
the ETI Regional Offices. The Programme Coordination Unit facilitates the implementation by providing resources
and guidelines for effective implementation with the support of the Regional offices.
The Infrastructure Specialist is the Chief Engineer of ETI-GB to oversee the implementation of physical infrastructure

from its start to end. He is the one to provide Technical Sanctions (TS) to all such schemes being designed either in-
house or by a consultant. His roles may vary from providing technical guidance to approval of the design.

Mainly s/he will perform the following tasks;
1. Infrastructure Schemes; (All types of Infrastructure schemes (Irrigation, Roads and Bridges)
 IS will be responsible for review of infrastructure design, detailed cost estimates presented by
consulting engineers or ETI’s engineers (in-house design) and to accord technical sanction.
 Provide guidance and assistance for detailed design and supervision of any community level
2. Hiring of Consultants;
 He will provide support to Regional Programme Coordinators in drafting ToR/RFPs of consultant
(s), and take a lead role in drafting these ToRs.
 Evaluation and finalization of consultancy contracts/agreements

Qualification, Skills and Experience Required.
 Master Degree in Business/Public Administration/Finance/Commerce/Accounting or equivalent
professional qualification.
 Minimum five years of post-qualification experience in maintaining accounts and preparing
financial reports in donors funded or government development programmes, including two years
in managerial capacity.
 Solid knowledge of financial analysis and forecasting.
 Proficient in the use of MS Office and financial management softwares.
 Knowledge of accounting rules and regulations of the donors as well as government.
 An analytical mind with a strategic ability
 Excellent organizational and leadership skills
 Outstanding communication and interpersonal abilities

Key Duties
Assist the Regional Programme Coordinator in all day to day activities related to Programme coordination,
communication, record keeping, daily and monthly plans and reporting.
 Facilitate and assist Regional Program Coordinator in overall management, coordination and monitoring of
program activities at the regional level.
 Draft routine correspondence and ensure that outgoing correspondence is in conformity with the established
ETI-GB procedures and formats. Assist in managing office correspondence within the Programme and with
stakeholders (line departments and partner organizations, beneficiary representatives).
 Maintain up-to-date files and store documents in an efficient manner for easy retrieval. Ensure that all
important emails are filed and copy of all outgoing mails is kept in office.
 Maintain up-to-date contact database of the all key contacts in GB. Develop, maintain and update
communication catalogue of all the Programme partners and receive general calls and correspondence,
responding/forwarding as appropriate. Keep all contact directories updated, including letters, emails, etc
 Assist in preparation of presentations and other support documents on program activities, including draft
contracts, etc. Support RPC in meetings, workshops and conferences and other events with key partners;
take notes and provide general assistance.
 Arrange meetings for program personnel, including consultants, and prepare draft minutes of the meetings.
And, take part in management team meeting, document key decisions/action plans and circulate for
reference and action.
 Act as front desk officer at RCU level by receiving visitors and directing them to appropriate staff member
ensuring appointment and availability of the office concerned.
 Develop profiles of beneficiary communities, community organizations, farmer groups and scheme
management teams in coordination with the M &E regional staff.
Qualification, Skills and Experience Required.
 Master degree in Business/Public Administration/Management/Social/Behavioral/Science, Arts or any
other relevant degree with minimum three years’ relevant post qualification experience of the field.
 Proficient in English and Urdu.
 Excellent organizational skills, detailed-oriented and high degree of accuracy required.
 Strong analytical skills and presentation skills
 Excellent interpersonal skills to effectively interact with all levels of staff and partners.
 Be self-motivated, proactive and have a positive attitude to work with minimum supervision
