Assistant Manager, Monitoring and Evaluation

Introduction

Professional Development Centre, Gilgit (PDC, G) of the Aga Khan University – Institute for Educational Development (AKU-IED) works for quality improvement in education in Gilgit-Baltistan (GB) region of Pakistan.

PDC,G is the pioneer of the Whole School Improvement Programme (WSIP) in the GB region which treats schools, rather than individuals, as the unit of training and development. It is an effort to enable teachers to stimulate new thinking about their teaching practices, teaching material and curricula, and to make the optimal use of personnel and facilities through improved management; all converging into enhanced student learning outcomes.

Responsibilities

You will be responsible for:
  • reviewing, designing and implementing systems for impact monitoring and evaluation of SIP initiatives both in GB and Chitral
  • taking a lead role in setting up operational arrangements for timely collection, analysis and reporting project data
  • contributing to SIP annual planning and review process
  • supporting the project management in providing and communicating evidence of impact 
  • taking a lead role in conducting impact assessment, research, longitudinal studies
  • supporting Project Coordinators in the preparation of Project Oversight Committee/Project Coordination Committee meetings and preparing reports for these committees 
  • taking a lead role in producing high-quality progress reports for donors on quarter/biannual and annual basis in accordance with approved reporting formats and timing  
  • preparing and delivering, project briefing sessions/orientation workshops, with support from other project staff
  • leading the SIP mid-term and end project evaluation 
  • preparing a quarterly overview of operational and quality indicators for each component of the project
  • supporting institutional events, workshops, and seminars as required
  • supporting and working closely with the SIP management and field staff to collect and document project outcomes, impact and/or success stories
  • providing assistance to the Project Coordinators in preparing high quality progress reports; analyzing these reports in terms of problems and actions needed
  • reviewing monitoring reports and analyzing them to identify the causes of potential bottlenecks in project implementation.

Requirements

You should have:
  • a Master’s degree in Social/Natural Sciences (preferably statistics, mathematics), or other relevant field, preferably with a specialization in monitoring and evaluation from an HEC recognized or foreign university/institution
  • at least five (5) years of related work experience in the development sector
  • demonstrable advanced knowledge in relevant monitoring and evaluation theories, methodologies, and tools, specifically impact assessment of education programmes
  • ability to effectively communicate with stakeholders from different levels and backgrounds, maintain existing linkages, and facilitate problem solving and conflict resolution.

Introduction

The Professional Development Centre, Gilgit (PDC,G) of the Aga Khan University – Institute for Educational Development (AKU-IED) has been collaborating with different stakeholders including the Department of Education, Gilgit-Baltistan (DoE GB) for the last two decades for quality improvement in education in Gilgit-Baltistan (GB) region of Pakistan. 

The PDC,G successfully implemented the UNESCO-sponsored Girls Right to Education Project (2016-2018) in 34 public sector schools in Gilgit, Nagar and Hunza districts. As an extension of UNESCO’s commitment for girls’ education, PDC,G is planning to implement the Educate a Child (EaC) Project primarily funded by Qatar Foundation in Gilgit, Skardu and Shigar districts in Gilgit-Baltistan. The Project is designed to respond to the challenges of out-of-school-children (both boys and girls), especially in some of the most marginalized and hardest to reach areas in Gilgit-Baltistan. The project aims at facilitating access of OOSC to schools and strengthening the institutional capacity of provincial and area governments to increase enrolment and retention of out of primary school children through quality education. 

Responsibilities 

You will be responsible for:
  • preparing progress and annual reports on monitoring and evaluation activities
  • preparing annual work plans and activities for monitoring, evaluation and research in consultation with the Project Coordinator
  • providing assistance in collecting data, and also analyzing the monitoring and evaluation findings
  • managing and updating databanks, documents and records appropriately 
  • maintaining documents and records appropriately
  • generating quantitative monthly reports
  • producing quarterly quantitative reports about project performance.

Requirements

You should have:
  • a Master’s degree in Arts/Science in Sociology/Social Science from an HEC recognized or foreign university/institution
  • at least two (2) years of related work experience 
  • excellent interpersonal skills and ability to work well in teams
  • strong verbal and written communication skills in English 
  • ability to write reports
  • ability to relate well to people, and to communicate effectively with people from different backgrounds
  • strong identification with the vision, mission and goals of the Organization
  • ability to maintain a high level of confidentiality.
